The 1398 Hyanggyo-ro is the first educational institution in Gapyeong built in 1398 (the 7th year of King Taejo's reign), and is the name of an alleyway connected to Gapyeong-hyanggyo Local Confucian Over time, this alleyway has turned into a dangerous place where buildings and walls have faded and collapsed, threatening students who go to school now. In order to build a safe distance for students, Gapyeong-gun implemented this project in January 2018 with the aim of improving the landscape and reviving space of the Hyanggyo-Road through "Crime Prevention Trough Environment Design(CPTED)" in cooperation with Gapyeong-Gun, Gapyeong Police Station, Gapyeong Elementary School, and Gapyeong Office of Education.
